You can pre-order the Q10 on Vodafone, starting at £37 per month for a free phone with two years of unlimited calls, unlimited texts and 1GB of data. There is no official release date about BlackBerry Q10 but Vodafone has said that they sending out the devices for customer those who register for pre-order on April 26^th.
